The new housing-rescue law is a sweeping effort to stem rising foreclosures and to steady the current turmoil in financial markets. Panelists will discuss the legislation's wide-ranging impact on home buyers, lenders, housing counseling agencies, the secondary market, and the regulators themselves.

This first presentation focuses on the distribution of foreclosures throughout the state and enables a detailed view into micro areas.

Opportunities for Arbitrage: Sheriff's Sales and Re-Sales in the City of Milwaukee 2000 to 2007

The second presentation matches purchases at sheriff's sales with their subsequent resale and explains which variables are likely to lead to a "profitable" exploitation as well as the resulting implications for local governments that rely upon property tax revenue.

The sharp downturn in the housing market is having a profound impact on foreclosures, rental housing, jobs and tax revenues. The panel will discuss the current real estate market, concurrent impacts on afforable rental housing, and best practices for local strategies addressing foreclosures. Included in this discussion will be the new Milwaukee Foreclosure Partnership Initiative (MFPI). Panelists will round out the discussion by looking at Wisconsin's longer-term outlook.
